Amstrad has kindly allowed people to freely distribute the Spectrum ROMs and they can be found here.
If by ROMs you mean games, well, you won't find any such thing here. Except for a tiny selection of games made available on the ZX Interface II, Spectrum games are NOT ROMs! They are either snapshots or tape images and they can be found in the archives.
